matters closer to home, a developing matter of
global concern - and life and

The Associated
Press reported that "China
is phasing out dependence on executed prisoners
for organs." In the weeks
since, there has been no reaction to this news
item. We do hear about overtures
to mend fences with China,
most recently by the united States, including on
such vital issues as
cyber theft. But the shameful matter of organ
harvesting is ignored.</span></span></span><br />
<br />
<span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;">
</span></span><span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;"><span style="color: black;">For years, China denied
that it was killing
prisoners to extract their organs. During these
same years, human rights lawyer
David Matas and human rights activist David
Kilgour, a former Edmonton-area MP
and Secretary of State for Asia-Pacific,
insisted that this was a lie, and that
China
was indeed guilty of wholesale murder for
profit.</span></span></span><br />
<br />
<span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;">
</span></span><span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;"><span style="color: black;">Matas and Kilgour
deserve credit for
exposing this outrage, and having the courage to
stand up to the barrage of
denials. Russia, for
example, banned their groundbreaking 2007 report
"Bloody Harvest",
and made Matas and Kilgour subject to arrest
should they enter Russian
territory, for the crime of inciting hatred
against China.</span></span></span><br />
<br />
<span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;">
</span></span><span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;"><span style="color: black;">The scale of this
harvest is alarming. We
know from China's Health
Ministry that in 2005, 2,960 out of 2,997 liver
transplants performed in China
came from executed prisoners. We also know that
China, with no organized system for
organ donation, and a cultural aversion to it,
could advertise a one-week wait
time for a kidney and a two-week wait for a
liver. In Ontario, a five-year wait for a kidney
can
be expected. To be sure, Ontario
can do better. But not that much better. Where
else could China be getting these organs from
but the thousands of prisoners it executes each
year?</span></span></span><br />
<br />
<span style="font-family: Georgia,"Times New Roman",serif;">
</span><span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;"><span style="color: black;">All these facts have
been known for years.
Yet the world turned a blind eye, and even went
along with staging the Olympics
in China
in 2008, while thousands of future organ
suppliers languished in Chinese
prisons. The fact that the main victims of this
brutality are the Falun Gong,
of whom around one million members have been
imprisoned and who make up the
overwhelming majority of the organ "donors,"
makes this disgusting
practice even more distressing. This is more
than just a crime. It is a crime
against an oppressed minority. …</span></span></span><br />

<span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;">
</span></span><span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;"><span style="color: black;">China</span><span style="color: black;"> now faces a new
challenge - if it is to
begin reducing its use of executed prisoners as
organ donors, where will it
find the organs and tissues its people need?
China has not developed a culture
of that supports voluntary organ donation. It
had no reason to -the heavy
reliance on murdering prisoners exempted the
general population from needing to
even consider it. And even in the West, where
organ donation is culturally
accepted to a far greater extent and despite
steady progress, there are never
enough donors to meet demand.</span></span></span><br />
<br />
<span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;">
</span></span><span style="font-size: small;"><span style="font-family: Georgia,"Times New Roman",serif;"><span style="color: black;">In February of this
year, China
launched a nationwide donor network. Its
officials project donated organs will
fully replace those harvested from prisoners by
February, 2015. That ostensibly
cheerful estimate, however, ignores the fact
that China will continue to harvest
organs from executed prisoners until that time -
and, if donations come in
slower than projected, beyond.</span></span></span><br />

Phasing out murder
still means murder. The time has come for the
entire civilized world to let China know that
this barbaric practice must be
stopped, and to bring whatever pressure is
possible against Beijing to make sure that

expects viewers not only to feel but also to act: it ends with a
three-point guide for how audiences can help counter the Chinese
government’s <a href="http://www.nytimes.com/2009/04/28/world/asia/28china.html" title="a New York Times article about the persecution">persecution</a> of practitioners of Falun Gong. </div>

is depicted as so popular that it threatens a paranoid Chinese
bureaucracy, and so admirable that it’s earned the support of Charles
Lee and Jennifer Zeng, the interview subjects at the heart of the film.
Both project a radiant good will; both tell of being imprisoned and
tortured for their beliefs. </div>

Mr. Lee is an American who traveled to his
native China to stand up against government disinformation about Falun
Gong; during his incarceration, he was one of many forced into labor —
in his case, making Homer Simpson dolls. <a href="http://www.publishersweekly.com/978-1-56947-421-1" title="a review of her book, "Witnessing History" ">Ms. Zeng</a>,
who was granted asylum by Australia, offers the more wrenching account,
of physical abuse and family separation so destructive that she denied
her beliefs to make the reprisals stop.</div>

Their stories, unobstructed by any attempt
at balance, build in narrative power, and the director, Michael Perlman,
has abetted that with commentary from international observers and

(particularly accusations of <a href="http://www.nytimes.com/2011/05/23/technology/23cisco.html">Internet censorship</a> and <a href="http://organharvestinvestigation.net/" title="a report on allegations of the harvesting of Falun Gong practitioners organs">organ harvesting</a>), but occasionally they confuse (are we seeing reality, re-creation or footage unrelated except for its subject?). </div>

in the process? A Japanese television news agency reporter and the
ex-wife of a surgeon in March made claims this was happening at
Liaoning Hospital in Sujiatin, China. Are those claims true?<br />
<br />
The Coalition to Investigate the Persecution of the Falun Gong in
China, an organization headquartered in Washington, D.C., in May
asked former Minister of State for Asia and the Pacific David
Kilgour and me to investigate these claims. We released a report in
July which came to the conclusion, to our regret and horror, that
the claims were indeed true.<br />
<br />
The repressive and secretive nature of Chinese governance made it
difficult for us to assess the claims. We were not allowed entry to
China, though we tried. Organ harvesting is not done in public. If
the claims are true, the participants are either victims who are
killed and their bodies cremated or perpetrators who are guilty of
crimes against humanity and unlikely to confess.<br />
<br />
We examined every avenue of proof and disproof available to us,
eighteen in all. They were:<br />
<br />
- The Communist Party of China, for no apparent reason other than
totalitarian paranoia, sees Falun Gong as an ideological threat to
its existence. Yet, objectively, Falun Gong is just a set of
exercises with a spiritual component.<br />
<br />
- The threat the Communist Party perceives in the Falun Gong
community has led to a policy of persecution. Persecution of the
Falun Gong in China is officially decided and decreed.<br />
<br />
- Falun Gong practitioners are victims of extreme vilification. The
official Chinese position on Falun Gong is that it is "an evil
cult."<br />
<br />
- Falun Gong practitioners have been arrested in huge numbers. They
are detained without trial or charge until they renounce Falun Gong
beliefs.<br />
<br />
- Falun Gong practitioners are victims of systematic torture and ill
treatment. While the claims of organ harvesting of Falun Gong
practitioners have been met with doubt, there is no doubt about this
torture.<br />
<br />
- Many Falun Gong practitioners have formally disappeared; they are
the subject of formal disappearance complaints by family members.
Many more practitioners, in an attempt to protect their families and
communities, have not identified themselves once arrested. These
unidentified are a particularly vulnerable population.<br />
<br />
- Traditional sources of transplants -- executed prisoners, donors,
the brain dead -- come nowhere near to accounting for the total
number of transplants in China. The only other identified source
which can explain the skyrocketing transplant numbers is Falun Gong
practitioners.<br />
<br />
- Falun Gong practitioners in prison are systematically blood tested
and physically examined. Yet, because they are also systematically
tortured, this testing can not be motivated by concerns over their
health.<br />
<br />
- In a few cases, between death and cremation, family members of
Falun Gong practitioners were able to see the mutilated corpses of
their loved ones. Organs had been removed.<br />
<br />
- We interviewed the Japanese journalist and the ex-wife of the
surgeon from Sujiatun. Their testimony was credible to us. In order
to be cautious, we relied on this testimony only when it was
independently corroborated.<br />
<br />
- We had callers phoning hospitals throughout China posing as family
members of persons who needed organ transplants. In a wide variety
of locations, those who were called asserted that Falun Gong
practitioners (reputedly healthy because of their exercise regime)
were the source of the available organs. We have recordings and
telephone bills for these calls.<br />
<br />
- Waiting times for organ transplants in China are incredibly short,
a matter of days. Everywhere else in the world, waiting times are
measured in years.<br />
<br />
- Chinese hospital Web sites host incriminating information
advertising organs of all sorts on short notice.<br />
<br />
- A Falun Gong practitioner who had been in prison in China told us
that her Chinese jailers lost interest in her once they found out
that her organs had been damaged.<br />
<br />
- China is a systematic human rights violator. The overall pattern
of violations makes it harder to dismiss any one claimed violation.<br />
<br />
- There is huge money to be made in China from transplants. Prices
charged to foreigners, also available on a Web site, range from
US$30,000 for corneas to US$180,000 for a liver and kidney
combination.<br />
<br />
- Corruption in China is a major problem. The huge money to be made
from transplants, the lack of state controls over corruption and the
marginalization of the Falun Gong are a deadly trio.<br />
<br />
- Until July 1 of this year, there was no law in China preventing
the selling of organs and no law requiring consent for organ
harvesting. China has a poor history of implementing laws designed
to ensure respect for human rights.<br />
<br />
It is easy to take each element in isolation, and say that this
element or that does not prove the claim. But it is their
combination which led us to the chilling conclusion to which we
came.<br />
<br />
We are reinforced in our conclusions by the feeble response of the
Government of China. Despite all their resources and inside
knowledge, they have not provided any information to counter our
report. Instead, they have attacked us personally and, more
worrisome, attacked the Falun Gong with the very sort of verbal
abuse which we have identified as one of the reasons we believe
these atrocities are occurring.<br />
<br />
Our report has seventeen different recommendations. Virtually no
precaution one can imagine to prevent the harvesting of organs of
Falun Gong practitioners in China is currently being taken. All
these precautions should be put in place.<br />
<br />
But there is one basic recommendation we make which must be
implemented immediately. Organ harvesting of Falun Gong
practitioners in China must stop.<br />

allegations in a new report that the Chinese government and its
agencies are torturing religious prisoners and harvesting their
organs, Tory MP Deepak Obhrai indicated on Thursday.<br />

“We take these allegations quite seriously, and we’ll look into
that,” said Obhrai, who is parliamentary secretary to Foreign
Affairs Minister Peter MacKay. “We’ll look to have it confirmed.”<br />
<br />
The report, prepared by former Alberta MP David Kilgour and
international human rights lawyer David Matas, included transcripts
of recorded conversations in Mandarin with hospital and
detention-centre officials who admitted they had organs available
for transplants from Falun Gong prisoners.<br />
<br />
The Chinese government banned the practice of Falun Gong in the
country in 1999, and rounded up its members accusing them of
anti-government activities.<br />
<br />
“What we’ve got here is a new, shocking, different form of evil,”
said Matas at a news conference. “The Chinese Communist party sees
the Falun Gong as an ideological threat to the regime, because of
the large numbers, the ability to mobilize a large group of people,
their commitment and their tenacity.”<br />
<br />
Obhrai said the government had already been concerned about the
issue before the report was released, asking the United Nations
Special Rapporteur on Torture to look into allegations of organ
harvesting and human rights violations.<br />
<br />
A spokesperson for the Chinese Embassy in Canada has denied the
government has any policy to forcibly harvest organs, dismissing the
allegations as “rumours spread by the Falun Gong.”<br />

The report recommends the Canadian government revoke passports of
citizens suspected of travelling to China for transplants and stop

Four men attack person who tried to stop harassment of the
movement's members<br />

<a href="http://www.scmp.com/news/hong-kong/article/1259369/man-beaten-aiding-falun-gong">SCMP</a> -- Political parties have asked the police to speed up an investigation
into a violent attack on a man who says he was repeatedly bashed
after an altercation with people believed to be supporters of a
pro-establishment group.<br />
<br />
The 50-year-old, who wanted to be known only by his surname Chan,
said he was set upon by four men after he argued with some people
who were holding up placards around a Falun Gong booth in Mong Kok
on June 6. Chan believes they were from the Youth Care Association.<br />
<br />
Chan, who still had stitches on his head and a swollen eye, spoke to
the media yesterday, alleging that he was hit 20 times by the men
and bashed in the head with a stool, leaving him with the injuries
to his head, eye and shoulder.<br />
<br />
He claims the assault was politically motivated. Groups including
the Democratic Party and the League of Social Democrats have urged
police to take action and curb "political violence".<br />
<br />
Lee Cheuk-yan, chairman of the Hong Kong Alliance in Support of
Patriotic Democratic Movements in China, criticised police, saying
they were slow to act on the case and had been derelict in their
duty.<br />
<br />
Chan said that on the night of the attack, he was going to an event
in Mong Kok to mark a year since the death of mainland dissident Li
Wangyang . When he got to Sai Yeung Choi Street at 6pm, he saw
people surrounding a Falun Gong booth. He argued with them and tried
to make them lower their placards. He was headed for the Ladies'
Market when he was set upon.<br />
<br />
"I was smacked in the head with a stool - there was no warning," he
said, adding that it would not deter him from taking part in future
pro-democracy activities.<br />
<br />
An association member would say only that the matter should be
handled by the police.<br />
<br />
A police spokesman said they tried unsuccessfully to find the
attackers on the day it happened. No arrests have been made.<br />

MASANJIA, China — The cry for help, a neatly folded letter stuffed
inside a package of Halloween decorations sold at Kmart, traveled
5,000 miles from China into the hands of a mother of two in Oregon.<br />

Scrawling in wobbly English on a sheet of onionskin paper, the
writer said he was imprisoned at a labor camp in this northeastern
Chinese town, where he said inmates toiled seven days a week, their
15-hour days haunted by sadistic guards.<br />
<br />
“Sir: If you occasionally buy this product, please kindly resend
this letter to the World Human Right Organization,” said the note,
which was tucked between two ersatz tombstones and fell out when the
woman, Julie Keith, opened the box in her living room last October.
“Thousands people here who are under the persicution of the Chinese
Communist Party Government will thank and remember you forever.”<br />
<br />
The letter drew international news media coverage and widespread
attention to China’s opaque system of “re-education through labor,”
a collection of penal colonies where petty criminals, religious
offenders and critics of the government can be given up to four-year
sentences by the police without trial.<br />
<br />
But the letter writer remained a mystery, the subject of speculation
over whether he or she was a real inmate or a creative activist
simply trying to draw attention to the issue.<br />
<br />
Last month, though, during an interview to discuss China’s labor
camps, a 47-year-old former inmate at the Masanjia camp said he was
the letter’s author. The man, a Beijing resident and adherent of
Falun Gong, the outlawed spiritual practice, said it was one of 20
such letters he secretly wrote over the course of two years. He then
stashed them inside products whose English-language packaging, he
said, made it likely they were destined for the West.<br />
<br />
“For a long time I would fantasize about some of the letters being
discovered overseas, but over time I just gave up hope and forgot
about them,” said the man, who asked that only his last name, Zhang,
be published for fear of reprisal.<br />
<br />
He knew well the practices of the camp in question, which was
corroborated by other inmates, and he spoke as other inmates did of
their work preparing mock tombstones. His handwriting and modest
knowledge of English matched those of the letter, although it was
impossible to know for sure whether there were perhaps other letter
writers, one of whose messages might have reached Oregon.<br />
<br />
If Mr. Zhang’s account truly explains the letter’s origin, the feat
represents one of the more successful campaigns by a follower of the
Falun Gong movement, which is known for its high-profile attempts to
embarrass the Chinese government after being labeled a cult and
outlawed in 1999.<br />
<br />
Emboldened by an unusually open public debate in China that has
broken out here in recent months over the future of re-education
through labor, scores of former inmates have come forward to tell
their stories. In interviews with more than a dozen people who were
imprisoned at Masanjia and other camps around the country, they
described a catalog of horrific abuse, including frequent beatings,
days of sleep deprivation and prisoners chained up in painful
positions for weeks on end.<br />

Several former inmates recounted the death of a fellow inmate,
either from suicide or an illness that went untreated by prison
officials.<br />
<br />
“Sometimes the guards would drag me around by my hair or apply
electric batons to my skin for so long, the smell of burning flesh
would fill the room,” said Chen Shenchun, 55, who was given a
two-year sentence for refusing to give up a petition campaign aimed
at recovering unpaid wages from her accounting job at a state-owned
factory.<br />
<br />
According to former inmates, roughly half of Masanjia’s population
is made up of Falun Gong practitioners or members of underground
churches, with the rest a smattering of prostitutes, drug addicts
and petitioners whose efforts to seek redress for perceived
injustices had become an embarrassment for their hometown officials.

All agreed that the worst abuse was directed at Falun Gong members
who refused to renounce their faith. In addition to the electric
shocks, they said, guards would tie their limbs to four beds, and
gradually kick the beds farther apart. Some inmates would be left
that way for days, unfed and lying in their own excrement.<br />
<br />
“I still can’t forget the pleas and howling,” said Liu Hua, 51, a
petitioner who was imprisoned at Masanjia on three separate
occasions. “That place is a living hell.”<br />
<br />
Even if they found the work exhausting, many inmates described the
time spent in Masanjia’s workshops as a respite from mistreatment or
the hours of “re-education classes” that often entailed an endless
recitation of camp rules or the singing of patriotic songs while
standing in the broiling sun.<br />
<br />
Much of the work involved producing clothing for the domestic market
or uniforms for the People’s Armed Police. But inmates say they also
assembled Christmas wreaths bound for South Korea, coat linings
stuffed with duck feathers that were labeled “Made in Italy” and
silk flowers that guards insisted would be sold in the United
States. “Whenever we were making goods for export, they would say,
‘You better take extra care with these,’ ” said Jia Yahui, 44, a
former inmate who now lives in New York.<br />
<br />
Corinna-Barbara Francis, China researcher at Amnesty International,
said that given the abundant money-making opportunities, abolishing
or significantly reforming the system would prove daunting. In
addition to the profits earned from the inmate labor, prison
employees often solicit bribes for early release, or for better
treatment, from the families of those incarcerated. “Given the
serious money being made in these places, the economic incentive to
keep the system going is really powerful,” she said.<br />

During labor shortages, inmates say Masanjia officials simply buy
small-time offenders from other cities on a sliding scale that
begins at 800 renminbi, or about $130, for six months of labor. They
include people like Zhang Ling, a 25-year-old from the eastern
coastal city of Dalian who said she was among a group of 50 young
women rounded up by the police last May during a crackdown on
illegal pyramid sales schemes and then sold to Masanjia. While
there, she sewed buttons on military uniforms but was released 10
months early after a brother paid for her release.<br />
<br />
Masanjia officials did not respond to faxes and phone calls
requesting an interview. Approached one recent afternoon, a
half-dozen guards on a cigarette break outside the women’s work camp
refused to answer any questions. One guard, however, made a point of
correcting the way a question was phrased. “There are no prisoners
here,” she said sternly. “They are all students.”<br />
<br />
Sears Holdings, the owner of Kmart, declined to make an executive
available for an interview. But in a brief statement, a company
spokesman, Howard Riefs, said an internal investigation prompted by
the discovery of the letter uncovered no violations of company rules
that bar the use of forced labor. He declined to provide the name of
the Chinese factory that produced the item, a $29.99 set of
Halloween decorations called “Totally Ghoul” that include plastic
spiders, synthetic cobwebs and a “bloody cloth.”<br />
<br />
Although he was released from Masanjia in 2010, Mr. Zhang, the man
who said he wrote the letter, has vivid memories of producing the
plastic foam headstones, which were made to look old by painting
them with a sponge. “It was an especially difficult task,” he said.
“If the results were not to the liking of the guards, they would
make us do them again.” He estimated that inmates produced at least
1,000 headstones during the year he worked on them.<br />

His letter-writing subterfuge was complicated and risky. Barred from
having pens and paper, Mr. Zhang said he stole a set from a desk one
day while cleaning a prison office. He worked while his cellmates
slept, he said, taking care not to wake those inmates — often drug
addicts or convicted thieves — whose job it was to keep the others
in line. He would roll up the letter and hide it inside the hollow
steel bars of his bunk bed, he said.<br />
<br />
There it would remain, sometimes for weeks, until a product
designated for export was ready for packing. “Too early and it could
fall out, too late and there would be no way to get it inside the
box,” said Mr. Zhang, a technology professional who studied English
in college.His account of life in the camp matched those of other
inmates who said they produced the same Halloween-themed items.<br />
<br />
Last December, Ms. Keith, the woman who bought the product in 2011
but did not open it until the following year, sent the letter she
found to the federal Immigration and Customs Enforcement agency,
which said it would look into the matter. An agency spokesman,
citing protocol, said that he could not confirm whether an
investigation was under way, but that such cases generally took a
long time to pursue.<br />
<br />
For Ms. Keith, a manager at Goodwill Industries, the experience has
been sobering. She said she previously knew little about China,
except that most of the household goods she bought were made there.
“When that note popped out and my daughter picked it up, I was
skeptical that it was real,” she said. “But then I Googled Masanjia
and realized, ‘Whoa, this is not a good place.’ ” <br />

two years—and then defended the practice three days later in an <a href="http://www.abc.net.au/7.30/content/2013/s3763410.htm" target="_blank">interview with the Australian ABC News agency</a>, leaving it uncertain if <span class="xn-location" itemprop="contentLocation" itemscope="" itemtype="http://schema.org/Place"><span itemprop="geo" itemscope="" itemtype="http://schema.org/address"><span itemprop="addressLocality">China</span></span></span> will phase out the practice.</div>

Medical doctors, lawyers, human rights watchdogs, and parliamentarians
worldwide have demanded an immediate end to forced organ harvesting in <span class="xn-location" itemprop="contentLocation" itemscope="" itemtype="http://schema.org/Place"><span itemprop="geo" itemscope="" itemtype="http://schema.org/address"><span itemprop="addressLocality">China</span></span></span>.</div>

Three days later in an <a href="http://www.abc.net.au/7.30/content/2013/s3763410.htm" target="_blank">interview with Australian ABC News on May 20</a>, Huang took a completely different approach. Instead of condemning the practice as he did on <span class="xn-chron">May 17</span>,
he defended the more than two-decades-old practice. He suggested that
the use of the prisoners' organs provides an opportunity for redemption<i>, </i>saying:<i> </i>"Before he dies, he forms a conscience. He needs to do something to repay society. So why you object?"</div>

interview that he has "taken" organs from executed prisoners for his

The recent statements of Huang come on the heels of an investigation at the prestigious <span class="xn-org">University of Sydney (Australia)</span> concerning Huang's known conduct in transplant medicine. A coalition of academics, doctors, and lawyers lead by professor <span class="xn-person" itemscope="" itemtype="http://schema.org/Person"> <span itemprop="name">Maria Fiatarone Singh </span></span>,
faculty of health sciences and faculty of medicine, are requesting that
the university revoke the honorary professor titles given to Huang in
2008 and 2011. </div>

transplant practice conflicts with the university's code of conduct. It
is incomprehensible why the university's leadership continues to defend
Huang's honorary professor title even after he openly admitted to
having violated ethical standards. As former vice minister of health,
Huang has overseen <span class="xn-location" itemprop="contentLocation" itemscope="" itemtype="http://schema.org/Place"><span itemprop="geo" itemscope="" itemtype="http://schema.org/address"><span itemprop="addressLocality">China's</span></span></span> organ harvesting system for over a decade and is responsible for the unethical organ harvesting practice.</div>

Trey, executive director of Doctors Against Forced Organ Harvesting,
“State Organs” is a collection of essays about the practice of illegal,
forced harvesting of organs from prisoners in China, including Falun
Gong prisoners of conscience.<br />

Since it was initially published last July, the book has had several
launches to raise awareness about the issue. The Victoria launch will be
held June 4 at the downtown branch of the Greater Victoria Public
Library.<br />
<br />
The official explanation for the source of organs for transplantation
in China—which doesn’t have a national organ donation program—is that
the organs come from prisoners sentenced to death.<br />
<br />
However, Trey pokes holes in this story, pointing out that not long
after Falun Gong (also called Falun Dafa) was outlawed by the Chinese
regime in July 1999 and tens of thousands of its practitioners where
imprisoned, those practitioners “were turned into a pool of living,
though not consenting, organ donors.”<br />
“Once the blood and tissue factors match with the transplant seeker,
the matching Falun Dafa practitioner is killed and his organs
harvested,” Trey writes in his essay.<br />

Although no official numbers are available, Matas estimates that to
supply 10,000 transplants, each year 1,000 death row prisoners are
killed for their organs; 500 transplants come from living donor
relatives; 500 are from Uyghurs, Tibetans, and Eastern Lightning House
Christians; and 8,000 come from Falun Gong practitioners.<br />

The story of forced organ harvesting from Falun Gong practitioners in
China first surfaced in March 2006 when a Chinese military doctor,
hospital worker, and journalist revealed that practitioners were being
killed by the thousands for their organs in labour camps and hospitals
across the country.<br />
<br />
Later that year, Matas co-authored an investigative report showing
widespread harvesting of organs from imprisoned Falun Gong
practitioners. The report concluded that between 2000 and 2005, there

The essays in “State Organs” provide facts, statistics, and witness
accounts, and posit that the killing of prisoners for their organs is a
breach of the most basic medical ethics.<br />

The authors also share their insight on ways to combat the practice
and influence change in order to hopefully bring an end to forced organ
harvesting in China.<br />

camp is giving reformers added ammunition in a campaign to abolish a
part of the penal system that China's government says needs change.<br />
<br />
The report this week in Lens magazine documents the long hours worked
by female inmates at the Masanjia labor camp and the punishments for
breaking rules or not meeting production quotas for cutting fabric,
making button holes, sewing and ironing clothes for apparel makers.<br />
<br />
Based on interviews with ex-inmates, prosecutors and former
and current camp officials, the 14-page report describes prisoners being
locked in tiny punishment cells, shocked with electric batons,
handcuffed to two bunk beds with arms stretched wide and bound to a
bench with their backs hunched over and hands and feet cuffed.<br />
<br />
While abuses in the labor camps are generally known among the public,
the report – rare in that it appeared in a formally published domestic
magazine – shocked Chinese in its details. Printed in a little-known
magazine, it was posted online, where it quickly spread and became the
most read story Monday on the four biggest news sites before it was
censored and then re-posted on a few sites.<br />
<br />
Legal experts and public intellectuals seized on it to renew their
calls to end the punishment centers, known formally as re-education
through labor. "Wait no time to repeal re-education through labor,"
sociologist Yu Jianrong posted on his Twitter-like microblog hosted by
Sina Weibo, which has more than 1.6 million followers.<br />
<br />
The Justice Department in Liaoning, the province where Masanjia is
located, referred queries to the provincial Propaganda Department, which
declined comment. A retired Justice Ministry researcher called the
report far-fetched.<br />
<br />
Even so, it lands in the middle of a debate about how and when to
reform a much-disliked practice. Re-education through labor is a small
part of the wider penal system and allows police to imprison people for
as long as four years without a court trial or judge's review. Critics
say the lack of judicial review violates the constitution and in recent
years has increasingly been used by police to silence ordinary Chinese
petitioning to redress grievances against local officials.<br />
<br />
The Communist Party leadership installed in November has said it will
reform the system and has promised to introduce plans to do so by the
end of the year. Some legal experts say the Lens report should add to
the momentum for change.<br />
<br />
"I have heard about irregularities in the system, but this report
exceeded the baseline of what I knew," said law professor Hou Xinyi of
Nankai University in the city of Tianjin. "I doubt if the top leadership
knows the situation on the ground. If the claims are true, this report
will help the government firm up their determination to resolve the
problem."<br />

The abuses reported by Lens at the Masanjia camp match complaints
made by members of the Falun Gong spiritual movement over a decade ago.
Falun Gong practitioners called Masanjia one of the most violent forced
deprogramming centers used by the government to suppress what it says is
a cult.<br />
<br />
Lens is a little-known general interest magazine that prides itself
on contemporary photography. It is part of the SEEC Media Group, a
reputable publisher best known for Caijing, a magazine that features
hard-hitting reporting on business and finance.<br />
<br />
The Lens article said inmates at Masanjia, located near the city of
Shenyang about 400 miles northeast of Beijing, smuggled out diaries and
appeals used in the report by hiding them inside body cavities or inside
bars of soap.<br />
<br />
It describes a punishing work schedule. Legally, work was supposed to
be restricted to six hours a day and be fairly compensated, but inmates
were frequently forced to work longer hours and were paid 10 yuan
($1.50) a month. State media said Monday that the provincial government
has started an investigation.<br />

In showing there was systematic involvement by officials in the
activities of Zheng Wei’s gang, Caijing hinted at much greater crimes
carried out by the regime. A network such as Zheng described needs to
have been in place to carry out the atrocity of forced, live organ
harvesting from Falun Gong practitioners and other prisoners of
conscience.<br />

Harvesting organs from Falun Gong practitioners began soon after
then-Chinese Communist Party head Jiang Zemin launched a campaign in
July 1999 to eradicate the spiritual practice. He established the 610
Office, an extra-constitutional Party organ, to carry this out.<br />
<br />
“There is a mechanism in China that facilitates 10,000 organ
transplantations per year, many of them scheduled on two- to four-weeks
notice,” said Dr. Torsten Trey, executive director of Doctors Against
Forced Organ Harvesting, a group of medical doctors who are working to
end illegal organ harvesting.<br />
“The findings of Xu Qianchuan come very close to what we have already
anticipated in our analysis,” said Trey. “There are plenty of hints
that suggest that military hospitals, the courts, and likely the 610
Office are involved in this organized, illegal organ business.”<br />
<br />
Canadian international human rights lawyer David Matas, co-author
with former Canadian Secretary of State (Asia-Pacific) David Kilgour of
the groundbreaking investigative report “Bloody Harvest: The Killing of
Falun Gong For Their Organs,” estimates that approximately 8,000 of the
organs transplanted each year are taken from Falun Gong practitioners,
killing them.<br />
<br />
Caijing magazine is rumored to be closely associated with the new CCP
head, Xi Jinping, who has been involved in a power struggle with Jiang
Zemin and his faction.<br />
<br />
Both Caijing’s investigative report into organ harvesting and the
April 6 exposé by Caijing’s Lens magazine of torture in Masanjia have
put pressure on Jiang.<br />

With both stories, crimes Jiang Zemin has sought to keep in the dark have been brought closer to disclosure.<br />

Taiwanese people traveling to mainland China for organ transplants, thus

David Matas and David Kilgour, co-authors of the book <i>Bloody Harvest</i>,
investigated over 50 organ recipients, including those from Taiwan, who
went to China for organ transplants. Quoting from that book, David
Kilgour read, “Four more sets of kidneys were tried out, until the 8th
set of kidneys worked, were compatible. He is doing fine now, but you
can imagine eight human beings, probably Falun Gong practitioners, at
least some of them, have been killed, murdered, if you like … .”<br />

On Feb. 25, Matas said to listeners of Radio Taiwan International that
although many changes have taken place since the CCP’s organ harvesting

The research of two Canadians, human rights lawyer David Matas, and
former parliamentarian David Kilgour, indicates that from 2000 to 2005,
41,500 organs were harvested from Falun Gong prisoners. The consultation
paper produced as part of Shoebridge’s bill amendment includes
reference to the Kilgour-Matas report. Gutmann estimates<a href="http://j.mp/VBR8BV"> the figure was 65,000 by 2008</a>.<br />
<br />
Matas, in a telephone interview, said that the amendment is
“certainly helpful.” Referring to a range of similar legislative motions
in France, Canada, and Belgium, he said, “What I see with these
proposals is a building momentum to do something.”<br />
<br />
In their 2006 report, Matas and Kilgour had called for a clampdown on
transplant tourism. “What this shows is that there is a gap in the
system, and it needs to be filled, and without that abuse can happen
with impunity.” He added that, given it’s a global issue, “every piece
of legislation, even if proposed, helps set a precedent for other
legislators.”<br />
<br />
Gutmann suspects that a bill that criminalizes receipt of trafficked
organs, and whose accompanying text refers to Chinese regime-led organ
harvesting practices, will “drive Chinese officials nuts.” He added,
“It’s precisely the time when they’re involved in their big initiative,
going to reform their labor camps, the organ system, and this comes
along. These issues will not leave them alone.”<br />

<b>1. United Nations</b><br />
Since 2006, several U.N. Special Rapporteurs have asked the Chinese
government for an explanation of the serious allegation of organ
pillaging from live Falun Gong practitioners. They pointed out to the
government that a full explanation would disprove the allegations, but
the Party-state has provided no meaningful answer, simply denying the
charges.<br />

The experts then asked for the source of organs for China’s organ
transplant operations. The first allegation was sent on Aug. 11, 2006,
jointly by Special Rapporteur on Torture Prof. Manfred Nowak, Special
Rapporteur on Freedom of Religion Ms. Asma Jahangir, and Special
Rapporteur on Trafficking in Persons Ms. Sigma Huda:<br />
<br />
“It is reported that employees of several transplant centres have
indicated that they have used organs from live Falun Gong practitioners
for transplants. After the organs were removed, the bodies were
cremated, and no corpse is left to examine for identification as the
source of an organ transplant. Once the organs were removed they were
shipped to transplant centres to be used for transplants for both
domestic and foreign patients. Officials from several detention
facilities have indicated that courts have been involved in the
administering the use of organs from Falun Gong detainees.”<br />
<br />
The Chinese authorities replied to the Special Rapporteurs’
allegation with a categorical denial. To that, Jahagir and Nowak
followed up with a second joint letter on Jan. 25, 2007. In a later
report submitted to the Human Rights Council, Tenth session, Nowak
stressed that “New reports were received about harvesting of organs from
death row prisoners and Falun Gong practitioners.”<br />
<br />
Independent experts of the United Nations Committee against Torture
also addressed the issue of organ harvesting from Falun Gong
practitioners in Nov. 2008, referring to “information received that
Falun Gong practitioners have been extensively subjected to torture and
ill-treatment in prisons and that some of them have been used for organ
transplants.”<br />
<br />
The committee then recommended that the Chinese authorities
investigate and punish those responsible for forced organ harvesting
from Falun Gong: “The State party should immediately conduct or
commission an independent investigation of the claims that some Falun
Gong practitioners have been subjected to torture and used for organ
transplants and take measures, as appropriate, to ensure that those
responsible for such abuses are prosecuted and punished.”<br />
<b><br />2. European Parliament </b><br />
<br />
In September 2006, the European Parliament conducted a hearing (David
Matas and I testified) and adopted a resolution condemning the
detention and torture of Falun Gong practitioners, and expressing
concern over reports of organ harvesting. The issue was also raised by
direction of the EU troika leadership through the Finnish Foreign
Minister Tuomioja meeting bilaterally with China’s Foreign Minister Li
Zhaoxing at the EU-China summit in Helsinki.<br />

On Dec. 1, 2009, the European Parliament Human Rights Subcommittee
held hearings on organ transplant abuse in China. The European
Parliament resolution of May 19, 2010 “Action plan on organ donation and
transplantation (2009/2015)” states:<br />
<br />
“Notes the report of David Matas and David Kilgour about the killing
of members of Falun Gong for their organs, and asks the Commission to
present a report on these allegations, along with other such cases, to
the European Parliament and to the Council.”<br />
<br />
Organ pillaging in China was among the main topics in a hearing at
the European Parliament on Human Rights in China on Dec. 6, 2012. David
Matas testified.<br />
<br />
<b>3. Taiwan</b><br />
In August 2007, Hou Sheng-mao, the Director of Taiwan’s Department of
Health, reported requesting Taiwanese doctors to not recommend to their
patients to travel to mainland China for transplants.<br />
<br />
<b>4. Australia</b><br />
In late 2006, the Australian
Health Ministry announced the abolition of training programs for Chinese
doctors in organ transplant techniques at the Prince Charles and the
Princess Alexandra Hospitals, as well as banning joint research programs
with China on organ transplantation. New South Wales is also
considering legislation against organ trafficking.<br />
<b><br />5. Belgium and Canada</b><br />
Two Belgian senators, Patrik Vankrunkelsven and Jeannine Leduc,
introduced into the Belgian Parliament on Nov. 30, 2006 a law, which
addresses organ transplant tourism. Former Canadian MP Borys
Wrzesnewskyj introduced into our House of Commons extraterritorial
legislation banning “transplant tourism” in 2008. Both would penalize
any transplant patient who receives an organ without consent of the
donor where the patient knew or ought to have known of the absence of
consent.<br />
<b><br />6. France </b><br />
French Parliamentarian Valérie Boyer on Oct. 19, 2010, along with
several other members of the National Assembly, proposed a law which
sets out certificate and reporting requirements similar to Canada’s
proposed law. The proposed law requires every French citizen and
habitual resident who undergoes an organ transplant abroad to acquire at
the latest 30 days after the transplant a certificate stating that
organ was donated without payment. The organ recipient must provide the
certificate to the French Biomedical Agency before returning to France.<br />
<br />
The proposed legislation requires every doctor to report to the
Biomedical Agency the identity of every person the doctor examined who
underwent a transplant. The proposed law in turn requires the Biomedical
Agency to report to the Public Department any person who there are
reasonable grounds to believe was involved in a financial transaction to
obtain an organ.<br />
<br />
<h2>
International Initiatives</h2>
<b>7. Israel</b><br />
Israel passed a law banning the sale and brokerage of organs. The law
also ended funding, through the health insurance system, of transplants
in China for Israeli nationals. Jay Lavee, in his contribution to the
book “State Organs,” explains this law as a reaction to transplant abuse
in China.<br />
<b><br />8. United States</b><br />
In September 2006, <a href="http://commdocs.house.gov/committees/intlrel/hfa30146.000/hfa30146_0f.htm">the U.S. Congress held a hearing</a> on organ harvesting from Falun Gong practitioners. Four witnesses testified at the hearing, including Matas and myself.<br />

On Oct. 3, 2012, 106 Members of the U.S. Congress urged the U.S.
State Department to release information on organ pillaging in China from
Falun Gong practitioners and other religious and political prisoners,
and requested the State Department to release any information it might
have, including details that former Chongqing deputy mayor Wang Lijun is
believed to have transmitted during his brief sanctuary in the U.S.
Consulate in February 2012.<br />
<br />

In his capacity as police chief, he founded a research centre on organ
transplantation in Jinzhou City, Liaoning Province. The centre conducted
several thousand organ transplant operations, with unexplained organ
sources.<br />
<br />
<a href="http://www.state.gov/j/drl/rls/hrrpt/humanrightsreport/index.htm#wrapper">The State Department acknowledged in its 2011 Human Rights Report</a>,
released in May 2012, that “Overseas and domestic media and advocacy
groups continued to report instances of organ harvesting, particularly
from Falun Gong practitioners and Uighurs.”<br />
<br />
Since June 2011, the online U.S. non-immigrant visa application, Form
DS-160, requires the following information from applicants from every
country: “Have you ever been directly involved in the coercive
transplantation of human organs or bodily tissue?”<br />
<br />
<b>9. NGOs and Medical Organizations </b><br />
Various NGOs and medical organizations have issued statements urging
the investigation and measures to stop the forced organ pillaging from
prisoners of conscience, particularly Falun Gong. Some examples:<br />
<br />
In August 2006, the New York-based National Kidney Foundation issued a
statement expressing deep concerns over allegations that large numbers
of Falun Gong practitioners were being executed for the purposes of
organ donation, as well as opposition to such a scheme and to organ
transplant tourism generally.<br />
<br />
In 2007, the Transplantation Society introduced new policy on interactions with China, <a href="http://www.dafoh.org/the-transplantation-societys-policy-on-interactions-with-china/">against using the organs from prisoners.</a><br />
<br />
The policy of the World Medical Association includes now a paragraph
that organ donation from prisoners is not acceptable in countries where
the death penalty is practiced. This is a newly adopted policy.<br />
UN NGO International Education Development made a statement on Organ Harvesting from Falun Gong practitioners <a href="http://webtv.un.org/search/ied-general-debate-item:4-contd-16th-meeting-human-rights-council/1846366958001?term=International%20Educational%20Development">at the United Nations during its September session 2012</a>.<br />
<br />
Doctors Against Forced Organ Harvesting (DAFOH) is a non-government
organization founded by medical doctors who were alerted by the coerced
organ harvesting from prisoners and prisoners of conscience in China.
DAFOH seeks to promote ethical standards in medicine and to end the
forced organ harvesting (FOH) practices in China. DAFOH informs medical
communities as well as publics about these practices by articles and
essays in medical and non-medical journals, presentations at fora and
media interviews.<br />
<br />
In 2012, DAFOH provided speakers for both U.S. Congressional hearings
on the FOH topic (Sept. 12 and Dec. 18). In 2012, DAFOH initiated
several petitions in Europe, Australia and U.S. (including the so-called
<a href="http://organpetition.org/">White-House-Petition</a>) calling
for an end of the FOH in China and further investigation through the
UNHRC. Within 3 months, the petitions garnered 250,000+ signatures. At a
follow up visit, the UNHRC recognized the number of signatures as
“impressive.”<br />
<br />
<b>10. Individual Initiatives</b><br />
Edward McMillan-Scott, Vice-President of the European Parliament and
rapporteur for the EU’s Instrument for Democracy and Human Rights,
traveled to China in May 2006 on a fact finding mission to investigate
organ harvesting and has since repeatedly condemned the organ harvesting
from Falun Gong practitioners in China.<br />
<br />
In 2007, Dr. Tom Treasure, writing in the Journal of the Royal
Society of Medicine, “The Falun Gong, organ transplantation, the
holocaust, and ourselves,” found the allegations credible, particularly
in the context of the role doctors played in the Holocaust.<br />
<br />
In 2007, a petition signed by 140 Canadian physicians was presented
to the House of Commons urging the government to issue travel advisories
warning people that organ transplants in China include the use of
organs harvested from non-consenting donors such as Falun Gong
practitioners.<br />

In 2008, a special rabbinical council in Israel ruled that the
Beijing regime has been responsible for the killing of Falun Gong
practitioners, perhaps because of material benefits derived from organ
harvesting.<br />
In 2008, <a href="http://www.weeklystandard.com/Content/Public/Articles/000/000/015/824qbcjr.asp">The Weekly Standard featured a cover story on organ harvesting</a>,
authored by Ethan Gutmann, adjunct fellow at the Foundation for the
Defense of Democracies. The article described systematic medical testing
of Falun Gong practitioners.<br />
<br />
In July 2012, Dr. Torsten Trey and David Matas published a volume on
organ transplant abuse in China, including the killing of Falun Gong
prisoners of conscience. The book, <a href="http://www.amazon.com/s/ref=nb_sb_ss_i_1_12?url=search-alias%3Ddigital-text&field-keywords=state+organs+transplant+abuse+in+china&sprefix=state+organs%2Cdigital-text%2C256">“State Organs,”</a>
is a collection of essays by leading medical professionals and other
commentators from four continents who have researched organ harvesting
in China. It consolidates evidence of these abuses, discusses their
ethical implications, and provides insight on how to combat these

On Dec. 2, 2012, three medical doctors, Arthur Caplan, Alejandro
Centurion, and Jianchao Xu, initiated a petition calling upon the Obama
administration to investigate and help stop forced organ harvesting from
Falun Gong in China.<a href="http://wh.gov/5Jmn"> The petition is posted within the “We the People” section of the White House website. </a><br />
<br />
Unfortunately, these and other developments have not yet ended the trafficking in organs from involuntary “donors” across China.<br />
<br />
<h2>
International Initiatives</h2>
<b>11. China</b><br />
The government of China now accepts that sourcing of organs from
prisoners is improper. Deputy Health Minister Huang Jeifu in 2009 stated
that executed prisoners “are definitely not a proper source for organ
transplants.” In 2005, Huang admitted that over 95 percent of the organs
transplanted in China came from executed prisoners. China had been
denying using prisoners’ organs prior to this admission.<br />

In 2006 a World Medical Association resolution demanded that China
stop using prisoners as organ donors, and in 2007 the Chinese Medical
Association agreed to do so.<br />
<br />
In 2010 at a transplant conference in Madrid, Minister Huang stated
that between 1997 and 2008 China had performed more than 100,000
transplantations, with over 90 percent of the organs being from executed
prisoners. In no other country on earth are there more executions than
in China.<br />
<br />
“The actual number of executions is a closely guarded state secret,”
says John Kamm, the head of the U.S.-based nonprofit Dui Hua Foundation.
“However, in recent years to some extent the curtain has been raised
somewhat by officials or scholars who have access to the real numbers
and earlier this year we did get some indication as to the number of
people executed in 2011--approximately 4,000, more than all other
countries in the world combined.”<br />
<br />
Human rights organizations fear the number could be even higher.
Roseanne Rise, from Amnesty International says, “We’re concerned that
prisoners aren’t really independent enough to give meaningful consent.”
She adds, “When they’re under the control of the state and dependent on
it for all of their daily needs it’s difficult to assess whether they’re
really giving voluntary consent.”<br />
<br />
In February 2012, Huang again stated that the practice of organ
harvesting from prisoners continues in China today, but that the
government wants to phase it out by 2015 and build up a national
donation scheme. This will be very difficult to do because many Chinese
are unwilling to donate their organs.<br />
<br />
“It’s … a cultural taboo,” explains Kamm. “The Chinese traditionally
believe that when they leave this world and enter the next they have to
be in possession of all their organs. So the number of people who have
been willing to donate organs is very small.” The state will have to
inform citizens and convince them to donate their organs instead as part
of a nationwide scheme. There is some hope that the younger generation
will be less intent on keeping all their organs before entering the next
world.<br />
<br />
In 2009, 10 provinces introduced an organ donation program. In 2010,
in order to meet the increasing demand for donor organs, China launched a
trial program allowing people to voluntarily donate their organs after
they die. In February 2011, it was reported that, in total, 37 people
had donated 97 organs through the trial program. By March 2012, the
pilot programs had persuaded just 207 people to donate their organs
after death, according to the Red Cross Society of China, which operates
the transplant system. The donors were mainly from the rural poor, and
90 percent of them or their families asked for financial aid in return
for their organs.<br />
<br />
Despite public pressure to donate, hundreds of organ donor
coordinators employed by the new system are having little success. In
Shandong Province, none of the coordinators managed a successful case in
18 months. The city of Tianjin had only a total of 19 donations since
2010. No organ donor materials were on display at the large Tianjin No. 2
Hospital.<br />
<br />
Before the government abolishes the practice of organ harvesting from
executed prisoners, tens of thousands more will be killed for their
organs in the meantime. Since Matas and I began our voluntary work, the
number of convicted persons sentenced to death and then executed has
decreased overall quite dramatically, but the number of transplants,
after a slight decline, rose to earlier levels. Since the only other
substantial source of organs for transplants in China, apart from <a class="simply_extern" href="http://www.falundafa.org/eng/intro.html" title="Falun Gong">Falun Gong</a>, is prisoners sentenced to death, a decrease of sourcing from that population means an increase in sourcing from Falun Gong.<br />
<br />
In the past, the death penalty was administered by gunshot. Today,
lethal injection is the most common practice. The latter is beneficial
for such purposes as retrieving organs, as they remain intact. Most
executions in China take place in mobile buses. These “execution buses”
are often parked right next to hospitals.<br />
<br />
<b>12. Corporate Social Responsibility</b><br />
Some pharmaceutical companies, such as Novartis and Pfizer, have
voluntarily pulled away from pharmaceutical trials of anti-rejection
drugs in China because of ethical concerns. There is, however, still
need for binding national regulation in this area. Arne Schwarz in
“State Organs” and David Matas in a speech in Philadelphia detailed a
wide range of pharmaceutical trials of anti-rejection drugs done in
China. Some were conducted in hospitals from which our telephone
investigators obtained admissions that they were selling organs of Falun
Gong.<br />
<br />
<h2>
Recommendations</h2>
For organs trafficked in China, Matas and I would encourage Canadian
MPs and senators and legislators in all parliaments to consider our
recommendations, including, urging the Party-state in China to:<br />
- cease the repression of Falun Gong;<br />
- cease organ-pillaging from all prisoners;<br />
- remove its military from the organ transplant business;<br />
- establish and regulate a legitimate organ donor system;<br />
- open all detention centres, including forced labour camps, for international investigation; and<br />
- free Gao Zhisheng and many other prisoners of conscience.<br />
Implement the following measures until organ pillaging from prisoners ceases:<br />
-
medical professionals in Japan and every country which respects human
dignity should actively discourage their patients from going to China
for transplant surgery;<br />
- no government should issue visas to Chinese MDs for training in organ transplantation;<br />
- MDs from outside China should not travel there to give training in transplant surgery;<br />
- contributions submitted to medical journals about experience with transplants in China should be rejected; and<br />
-
pharmaceutical companies everywhere should be barred by their national
governments from exporting to China any drugs used solely in transplant
surgery.<br />

<h2>
Conclusion</h2>
Canada’s House and Senate should also enact measures to combat
international organ transplant abuses: extraterritorial legislation,
mandatory reporting of transplant tourism, health insurance systems not
paying for transplant abroad, barring entry of those involved in
trafficking organs.<br />

On February 5, 2013, former Canadian MP David Kilgour and international
human rights lawyer David Matas testified on their almost seven-year
investigation into illegal organ harvesting in China at the
International Human Rights Subcommittee of the Foreign Affairs Committee
of the Canadian Parliament.

The two investigators published reports concluding that the Chinese
regime is killing its own citizens, most of them Falun Gong adherents in
order to harvest their organs for profit.<br />
<br />
David Matas, who is the honorary senior legal counsel of B'nai Brith Canada, has been investigating these crimes since 2006.
<br />
<br />
The conclusion of the investigation about the forced organ harvesting
conducted by the Communist regime in China sounded unbelievable when
first published. But in recent years more voices all around the world
confirm that Matas was right.<br />
<br />
<b>"</b>One of the lessons
we’ve learned from the Holocaust is that human nature does not change,”
Matas stated to The Epoch Times. “What changes is the technology, but
the capacity for doing evil remains the same.”
<br />
<br />
"Waiting times for transplants of organs in China are days and
weeks. Everywhere else in the world, waiting times are years or
months... A short waiting time for deceased organ transplant means the
presence of a large bank of living organ sources ready to be killed in
order to assure such waiting times," says Matas.
<br />
<br />
<br />
On October 3, 2012, 106 Congress members sent Secretary of State
Clinton a letter asking her to release information about transplant
abuse in China that the US government might have in hand. The forced
organ harvesting in China was recently discussed in the European
parliament and various international fora.
<br />
<br />
<a class="bluelink" href="http://www.ynetnews.com/articles/0,7340,L-3284752,00.html%20" target="_blank">Israel</a>
has played a part in the international efforts to fight these bloody
crimes. Israel passed a law in March 2008 banning the sale and brokerage
of organs abroad. The law also ended funding, through the health
insurance system, of transplants in China for Israeli nationals.
<br />
<br />
Prof. Jacob Lavee, head of the heart transplants unit at the Sheba
Medical Center at Tel Hashomer, in his contribution to the book “State
Organs,” explains this law as a reaction to transplant abuse in China.
The Israeli High Court supported the decision as well. <br />
<br />
In 2010, Matas and his colleague, David Kilgour, were nominated
for the Nobel Peace Prize by Canadian MP Borys Wrzesnewskyj and Balfour
Hakak, chairman of the Hebrew Writers Association in Israel.
<br />
<br />
Matas, who has been focusing for years on anti-Semitism combat,
explains why he is putting so much to investigate the forced organ
harvesting in China now.

“Once I had come to the conclusion that innocents, prisoners of
conscience, were being killed for their organs, I could not just shelve
the report David Kilgour and I had written and do nothing. The wrong
called out for a remedy. As a human rights activist and advocate, as
well as a researcher and writer, I began to campaign for that remedy.”<br />

<span class="text14" id="article_content">France is considering
proposed legislation to follow the Israeli example and prevent its
citizens from going to China for organ transplants. But many countries
have not taken any real measures to fight these crimes in China.

Matas says that he, as well as other people of conscience around the
globe, “must work to put in place to prevent abuses of organ transplant
abuse, as well as to bring to justice perpetrators of that abuse."<br />

losing their careers, freedom, and lives. Foreign journalists could lose
their work permits. Falun Gong who acted as informants to foreign media

Then Party leader and president Jiang Zemin strongly appears to have
been “jealous” of Falun Gong and “obsessed” with eradicating it. By
creating a national campaign, he sought to consolidate political power
in himself and to eliminate a movement he perceived as a threat to his
power.<br />

From the start, Falun Gong practitioners had no desire to become
involved in politics and never intended to challenge the Party. Even
after nearly 14 years of persecution, their only political objective is
to seek peacefully to end the persecution across China.<br />

institute that teaches Chinese culture because of what it believes are
its discriminatory hiring practices.</div>

The university is ending its contract in July for the Confucius
Institute, a five-year-old office funded by the Chinese government. The
closing comes after McMaster investigated the practices used to hire
Chinese instructors to work at the institute.<br />
<br />
“We were certainly concerned about the hiring decisions that were
being made in China,” said Andrea Farquhar, assistant vice-president of
public and government relations at McMaster. “The way the university
normally functions is incongruent with the way decisions were being made
there.”<br />
<br />
The Confucius Institute's headquarters in China could not be reached for comment.<br />
<br />
The move comes in the midst of an Ontario Human Rights Tribunal
challenge by Sonia Zhao, who was hired as an instructor at the McMaster
institute in 2010. Zhao says she had to sign a contract ensuring that
she would not practise <a href="http://faluninfo.net/">Falun Gong</a>. She left her job in 2011 and filed
the human rights challenge in 2012.<br />
<br />
Falun Gong is a mainly spiritual movement that began in China in
1992, borrowing partly from Buddhism and Taoism, but also incorporating
daily practices and some references to beings from other worlds. It has
been attacked by the Chinese government as a cult that engages in
"lawbreaking activities."<br />
<br />
Zhao's experience wasn't the first incident that raised concerns about the institute's hiring practices, Farquhar said.<br />
<br />
“There had been some concerns raised well in advance of that,” she
said. “We had heard from different voices both inside and outside of the
university who wanted us to take a look at this.”<br />
<br />
The university's concerns, Farquhar said, revolved around freedom of
expression and choice. McMaster decided to close the institute late last
year and went public with the decision this month.<br />
<br />
There are 11 Confucius Institutes across Canada. They are non-profit
organizations with a stated mission to teach Chinese language and
culture. But some people are concerned that the Chinese government uses
them to exert Chinese influence in Canada.<br />
<br />
Among them is Joel Chipkar, vice-president of the Falun Gong Association of Toronto, which is helping with Zhao's case.<br />
<br />
“They've been linked to trying to influence Canadian-Chinese policy,”
he said. “They're basically seen as the soft power of the Chinese
propaganda campaign.”<br />
<br />
McMaster's decision is an encouraging one, Chipkar said. He hopes other universities follow suit.<br />
“We think McMaster's stand is a righteous one.”<br />
<br />
Confucius Institutes have positive and negative aspects, said Charles
Burton, a Brock University political science professor and an expert in
China relations.<br />
<br />
They provide much-needed instruction in the ways of China, he said.
But they are tied to the Chinese government and come with certain
beliefs in terms of Falun Gong, Tibet and other issues.<br />
It's not a new concept for governments to exert “soft power” through
educational centres, Burton said. Canada has done it, too. Confucius
Institutes are unique, however, in that they are part of their host
universities.<br />
<br />
Chinese instruction is important, and McMaster students need it, he
said. In that way, the institutes provide “enormous benefits.”<br />
<br />
“My personal preference would be for McMaster to continue instruction
in Chinese language and culture and not do it with funding from a
foreign government.”<br />
<br />
Zhao and McMaster meet with a mediator on Feb. 14. Neither Chipkar or Farquhar could predict the outcome.<br />
<br />
From McMaster's perspective, however, the Confucius Institute will be expected to wrap up in July.<br />
“The programs students are taking will all be completed,” she said.
“Instructors who are here will finish their time and will return to
China. All those plans will go ahead.”</div>

Europe’s 20th century experience of genocide and the failure of
political will to stop it still resonates today on the continent, with a
hearing in the European Parliament recently reflecting on a particular
21st century barbarism: <a href="http://www.unpo.org/article/15404" target="_blank">communist China’s massacre of prisoners of conscience for their transplant organs</a>.<br />
<br />
“This is morally devastating,” said Member of the European Parliament
Tunne Kelam after hearing a number of panelists discuss the topic. “If
we don’t take knowledge seriously about this practice, we have become
morally and politically co-responsible.”<br />
<br />
Gutmann was also in attendance at the panel. He provided a median
estimate of 65,000 Falun Gong practitioners having been killed so that
their organs could be removed and sold, since 1999. The actual number
could be much higher.<br />
<br />
Falun Gong is a popular Chinese spiritual practice that the communist
regime began persecuting in 1999, after the number of adherents
surpassed members of the Party.<br />
<br />
Those in government in major Western countries appear to find
disquieting the idea of confronting a communist regime growing daily in
international clout, according to Gutmann and other speakers on Jan. 29.<br />
<br />
“A criminal will never admit that they are the criminal,” Ng said. “So
in this case the criminal is the state and that differentiates organ
harvesting in China from all other countries. That is why it’s so
serious.”<br />

The note was found by <a href="http://www.oregonlive.com/happy-valley/index.ssf/2012/12/halloween_decorations_carry_ha.html" target="_blank">Julie Keith</a>. The emotional letter had been sitting inside the package of a K-Mart <i>17 ’Totally Ghoul Piece Graveyard Kit”</i> that
Ms. Keith purchased a year ago to decorate her home. She did not use it
last year. However, this past Halloween, Julie decided to open the box.
That’s when she discovered the folded, handwritten note wedged between
styrofoam skulls and bones.<br />
<blockquote>
“Sir: If you occasionally buy this product, please kindly
resend this letter to the World Human Right Organization. Thousands
people here who are under the persicution of the Chinese Communist Party
Government will thank and remember you forever.”</blockquote>
The letter continues, adding allegations of the horrible conditions under which the laborers are working;<br />
<ul>
<li>15 hour workdays</li>
<li>seven days a week (no holidays)</li>
<li>low wages of 10 yuan per month (that works out to about $1.60 per month in U.S. dollars)</li>
</ul>
For the record, <a href="http://www.chinadaily.com.cn/china/2012-07/06/content_15555503.htm" target="_blank">China Daily reports</a> that
the average monthly salary for workers in that country ranges from 2742
to 4672 / yuan per month (or $440 to $750 per month). A salary of 10
yuan per month would be less than 5% of what the poorest regions are
paying workers.<br />
<br />
The author claims that many of the laborers are there for 1-3 years
as punishment, although they were not afforded a trial. And poor work
(in the eyes of the supervisors) often triggers torture and rude
remarks.<br />

and the notorious 6-10 Office has recently made attempts to extend the
Chinese regime’s persecution of the Falun Gong meditation and exercise
discipline to the Hong Kong territory. A spokesperson for concerned
citizens says the Chinese regime is systemically eroding democracy and
civil rights in Hong Kong by targeting the Falun Gong first.<br />
<br />
Tourists are now greeted by people clad in green uniforms, members of
a newly formed communist-backed “youth group,” who verbally, and
sometimes physically, assault the peaceful <a href="http://faluninfo.net/">Falun Gong</a> protesters, using
loudhailers and waving banners bearing slogans that slander Falun Gong.
Some of them have admitted that they are being paid to participate in
these activities.<br />
<br />
Their words and slogans are uncannily similar to those used in
China’s prisons, forced labor camps, and brainwashing centers against
Falun Gong, according to Falun Gong sources.<br />
