Gao had published in 2004 an open letter to the National People’s Congress calling for the state to treat (Falun Gong) practitioners according to the law. He followed that in 2005 with two open letters to Party chief Hu Jintao and Premier Wen Jiabao that called for an end to the persecution. [ Letter 1 | Letter 2 ]
